Head Start programs do incredible work, but the expectations placed on staff and leadership are big — and they’re growing. From mental health and disabilities to fiscal operations, ERSEA, communication, facilities, FEI, and ongoing monitoring, teams are juggling complex responsibilities while trying to stay aligned with the Head Start Performance Standards. Head Start programs are required to deliver high‑quality services through strong management systems, skilled staff, and continuous improvement practices. Meeting these expectations requires more than compliance—it demands intentional training, expert coaching, and systems‑level support that strengthens staff capacity across all service areas. That’s where thoughtful, high‑quality training and technical assistance make all the difference. Through comprehensive consulting, training, and technical assistance from professionals with decades of experience in Head Start administration, leadership and TTA covering multiple regions, Evidence Aligned Training Solutions (E.A.T.S) equips programs with the knowledge, tools, and confidence needed to meet and exceed their goals under the Head Start Performance Standards.

Evidence Aligned Training Solutions, LLC (E.A.T.S) provides a comprehensive range of consulting, training, and technical assistance services designed to strengthen program quality and ensure full compliance with the Head Start Act and the Head Start Program Performance Standards. Our support services include but are not limited to education, curriculum implementation in accord with ELOF, family engagement, health and safety, governance, FEI, fiscal operations, ERSEA, HR and workforce systems, facilities and environmental health, IT and information systems, and transportation services. Each training and consultation is grounded in federal requirements, data‑driven decision‑making, and documentation integrity to help programs build sustainable systems, correct findings, and demonstrate accountability during federal monitoring and ongoing oversight.

CONTENT AREAS SUPPORTED

“Comprehensive Support Aligned to Every Head Start Standard.”

Governance: Board of Directors and
Policy Council 

Work to strengthen the knowledge and skills of your Governing Body, Policy Council, and program leadership to ensure effective oversight, shared decision‑making, and full alignment with Head Start Program Performance Standards. The session clarifies roles, improves communication, and reinforces effective shared governance practices.

Fiscal / Fiduciary Roles & Responsibilities

This is a multi-faceted approach where, amongst other strategies, we focus on training that clarifies fiscal requirements, strengthens budgeting and cost‑allocation practices, and supports accurate, compliant financial management.

CLASS

All of our CLASS training is individualized based on the program's needs for their teaching personnel. Our efforts prepare staff to confidently interpret CLASS indicators, understand scoring language, and connect daily instructional practices to the behaviors measured during CLASS observations. Emphasis is placed on reflection, feedback, and continuous improvement.

Family Engagement

In addition to other training objectives, this training strengthens staff understanding of the Family Partnership Agreement as a required, ongoing process under §1302.52. Participants learn how to conduct strengths‑based conversations, co‑create family goals, document progress, and connect families to resources while maintaining compliance with Head Start Performance Standards.

Full Enrollment Initiative (FEI) / ERSEA

Full Enrollment Initiative (FEI) for all Head Start and Early Head Start programs, requires a minimum 97% enrollment mandate. One of the many training objectives, supports programs in meeting the full enrollment requirements outlined in the Head Start Act and Performance Standards. Emphasis is placed on accurate eligibility determination, timely enrollment, documentation integrity, and ongoing monitoring to prevent under‑enrollment. FEI training helps staff build strong recruitment pipelines, track enrollment trends, and use data to identify gaps, improve outreach, and strengthen family follow‑through from inquiry to intake.

Grant Application / Change in Scope   Enrollment Reduction

Training on the 5‑Year Grant Application prepares program leadership to develop a complete and compliant submission that meets all requirements of the Head Start Act and the Head Start Program Performance Standards. Support for programs contemplating Change in Scope applications, guides staff through the federal requirements for requesting modifications to funded enrollment, program options, service areas, or facility use. Participants learn how to prepare a compliant request supported by data, community need, fiscal impact analysis, and documented approvals from the Governing Body and Policy Council.

Child Incidents

One of our objectives is to strengthen staff understanding of active supervision requirements and incident‑reporting expectations under the Head Start Performance Standards. Participants learn how to maintain safe environments, respond appropriately to incidents, and complete documentation that supports accountability and continuous improvement.

Corrective Action Plans (CAPs) / Quality Improvement Plans (QIPs)

With our sharing the expertise from decades of Head Start experience, coming from the program and federal side of the QIP/CAP process, and as a result of our TTA support, program management and staff will be better prepared to respond effectively to non‑compliances and deficiencies in full alignment with the Head Start Act and the Head Start Program Performance Standards. There is an objective focus to identify root causes, develop compliant action steps, establish measurable timelines, and ensuring that your program is documenting progress with accuracy and accountability.

Education and Curriculum Development

Education and curriculum development training strengthens staff capacity to implement research‑based curriculum with fidelity in full alignment with the Early Learning Outcomes Framework (ELOF) and the Head Start Program Performance Standards. The session focuses on connecting curriculum goals to ELOF domains, planning developmentally appropriate instruction, and using ongoing assessment data to document children’s progress. Participants learn how to maintain accurate records, demonstrate curriculum implementation during monitoring, and apply consistent instructional practices that support school readiness, compliance, and continuous program improvement.
